The new EU insurance reporting requirements for vessels entering EU waters.
The European Commission has adopted a measure to enhance maritime safety and environmental protection around the EU’s coasts by mandating proof of insurance information.
The amendment to the Vessel Monitoring Directive 2022/59/EC introduces a new Delegated Directive that updates both existing and future Mandatory Ship Reporting Systems. It now requires all vessels, including those merely passing through EU waters without entering an EU port, to provide insurance information.
The Directive has now been published and entered into force on 18 May 2025.
As stated, by mandating insurance disclosure for all vessels within reporting zones, the Directive aligns EU rules with international standards and addresses emerging risks linked to hazardous cargoes and geopolitical instability.
In parallel, the Commission and Member States have submitted a proposal to the International Maritime Organization (IMO) to amend existing Mandatory Ship Reporting Systems (MRS) covering EU coastal waters.
These measures aim to improve maritime safety and environmental protection by enhancing the EU’s capacity to monitor and respond to risks posed by uninsured or unsafe vessels.
