Paris MoU: new RO assessment methodology 20.07.2026 00:00

The Paris MoU will introduce a new methodology for assessing Recognized Organizations (ROs) on 6 July 2027. Detainable deficiencies will be linked to the RO that issued or endorsed the relevant statutory certificate, regardless of whether that RO caused or could reasonably have prevented the deficiency.

ROs will be classified as High, Medium or Low performance using inspection and detention data. The initial assessment will use 2026 records, expanding to a full three-year period from July 2029. These classifications will feed into Ship Risk Profiles used to target vessels for port State control inspections. Implementation details

IACS cautions that certificate-linked detention statistics should not be interpreted as a standalone measure of RO service quality, since operational and maintenance deficiencies may fall outside an RO’s control. IACS position
